On a straightforward mechanical machine, often yes. On a computerised machine with an enclosed toothed belt, generally not.
The symptom of a failed belt. The motor runs at full speed while the needle moves slowly or not at all, sometimes with a squeal or a smell of hot rubber. On a machine that has stood for decades, the belt may simply have perished and snapped.
What is involved on a mechanical machine. Unplug it. Remove the side or rear cover to reach the motor pulley and the handwheel pulley. Note how the belt runs before removing it — a photograph is worth taking. Fit the replacement, and set the tension so the belt deflects a little under finger pressure at the midpoint: too tight loads the bearings, too loose slips.
Getting the right part. Belts are sized by length and profile and are not universal. Order by machine model where possible, or measure the old one accurately. A belt that is slightly too long will slip permanently.
Where it stops being a home job. Computerised machines often use a toothed timing belt that also drives the stitch mechanism, buried behind several covers. Getting it wrong there affects more than drive.
Do not confuse the drive belt with the bobbin winder tyre. A perished rubber tyre on the winder produces a similar-sounding complaint and is a much simpler part to change.
Unplug the machine before removing any cover, and keep the screws in order — covers on sewing machines rarely use identical screws.

It is slipping. Check the tension and look for oil on the belt or the pulleys, which glazes rubber and makes it slip permanently.
Is a stretched belt worth adjusting?
On machines with an adjustable motor mount, yes, as a temporary measure. A belt that has stretched once carries on stretching, so replace it when convenient.
