Buy combined when space is the binding constraint — that is the honest case for it. If you have the table for two machines, a good sewing machine plus a dedicated embroidery machine usually beats one unit at the same money, because neither has to compromise.
Hoop size sets a hard ceiling on design size and hoops are expensive bought separately. Two in the box means you can hoop a pocket and something larger without an immediate second purchase.
