The best lighting for a sewing room
Dark thread on dark fabric is a lighting problem, not an eyesight problem. Two figures matter: colour temperature near daylight, and colour rendering index above 90.

Questions people actually ask
Why can I not match navy thread under my kitchen light?
Because warm domestic lighting around 2700 K makes navy read as black. At 6000 K you see something close to daylight, which is the condition the garment will be seen in.
Is brightness the number to compare?
Only partly. Lux tells you how much light lands on the work; colour rendering index tells you how faithfully colours appear. A bright lamp with poor rendering is still useless for matching thread.
