It is the machine’s top speed with the pedal pressed all the way down, and for most domestic sewing it is one of the least useful numbers on the box.
Why it matters so little. Most of the time spent making a garment is not spent sewing. It is cutting, pressing, pinning, fitting and unpicking. Top speed only saves time on long uninterrupted seams, and even then the saving is small against the total.
What matters instead is the other end of the range. A machine that will sew a single stitch under pedal control, and crawl steadily when you want it to, is far more useful than a fast one that leaps. Precision work — corners, curves, topstitching, anything visible — happens slowly. A machine with no low-speed control is worse to live with than a slower machine that has it.
Where speed genuinely counts. Industrial machines run several times faster than domestic ones, and that is the point of them: production seams, all day. Overlockers benefit on long seams. Machine embroidery benefits, because a dense design takes a long time to stitch and speed is the whole difference between an hour and rather more.
A warning about comparing numbers. Manufacturers measure under their own conditions, and a figure that assumes light fabric and a fresh machine is not a promise. Two machines quoting similar speeds can feel entirely different to sew on.
Sew on the machine. Twenty minutes on a real seam tells you more than any specification, and it tells you the thing the specification cannot: what it is like at slow speed.

Should I look for the fastest machine I can afford?
No. Look for the one that feels controllable at the bottom of its range and does not stall in thick fabric. Those are the qualities you notice every session.
Does sewing at top speed wear a machine out?
Not in itself — machines are designed for their rated speed. What wears a machine is forcing it through fabric it cannot handle, and skipping servicing.
