Yes — and the distinction that matters is between the internal frame and the outer casing.
The internal frame is the chassis everything is bolted to. It holds the needle bar and the hook in a fixed relationship to one another, and that relationship is what timing means. A rigid cast frame holds it under load. A frame that flexes lets the two drift apart when you sew something heavy, which shows up as skipped stitches on thick fabric and, over years, as a machine that will not hold an adjustment after servicing.
The outer casing is not structural. A moulded plastic shell over a metal frame is normal, sensible and no mark against a machine. It is lighter to carry and cheaper to make, and it does nothing except keep fingers out.
How to tell what is inside. Weight is a crude but useful proxy — a machine light enough to lift with one finger has very little metal in it. Beyond that, sew several layers of denim and watch whether the needle deflects or the machine flexes and shivers under the load.
Gears are a separate question. Nylon gears are not automatically bad; some are deliberately sacrificial parts designed to fail before something expensive does. On the cheapest machines they are simply the weak point.
What it means in practice. A metal-framed machine is worth servicing repeatedly and can last decades, which is why used ones hold their value. A light plastic-bodied machine reaches a point where repair costs more than replacement, and that point arrives sooner than anyone expects.
